Militant d'Esquerra Republicana de Catalunya durant els anys de la República, conseller de Cultura i conseller de Governació i Assistència Social durant la guerra civil. El 1939 va haver d'exiliar-se a França, on dirigí la Fundació Ramon Llull, i el 1942 passà a Mèxic, on continuà treballant a favor de la democràcia i de la catalanitat.
